Occasional flickering during a storm is normal; a consistent pattern tied to specific appliances is worth having checked.
Buzzing or crackling sounds from an outlet, switch, or the panel itself are never normal — electrical connections should be silent — and along with any visible sparking, this warrants immediate attention. Sparking when plugging something in is more common and usually minor, but sparking without anything being plugged or unplugged is a different, more serious situation.
A mild, consistent tingling sensation when touching an appliance or outlet, even a barely noticeable one, indicates current is leaking somewhere it shouldn't be and should be treated as urgent — this is exactly the kind of fault a ground-fault circuit interrupter (GFCI) is designed to catch, and if you're feeling it despite GFCI protection, or don't have GFCI protection in that area, get it inspected right away.
If you experience any of these signs, the safest first step is usually to switch off power to the affected circuit at your breaker panel while you wait for a licensed electrician, rather than continuing to use the outlet, switch, or appliance involved.
